Arizal Mahdi Urges Legal Action, DPRA Chair Raises Allegations of Irregularities, Risk of Mass Protests Grows

Banda Aceh, 30 April 2026 — The controversy surrounding the Aceh Health Insurance Programme (JKA) is intensifying, evolving into a broader public issue amid calls for legal action, legislative scrutiny, and growing warnings of potential mass protests if the matter is not resolved transparently.

The Chairman of Relawan Peduli Rakyat Lintas Batas, Arizal Mahdi, emphasised the need for legal measures against the Governor Regulation (Pergub), a form of executive regulation, which is believed to potentially contradict Qanun Aceh No. 4 of 2010 on Health, a regional bylaw governing healthcare in Aceh.

“If this is left unaddressed, the consequences will extend beyond legal issues and could trigger social unrest,” he said.

DPRA: Regulation Must Be Revoked, Allegations Raised

The Chairman of the Aceh Regional House of Representatives (DPRA), Zulfadhli, stated during an official legislative forum that the Governor Regulation concerning JKA must be revoked, as it is considered inconsistent with the qanun and higher legal provisions.

In his remarks, he also raised serious concerns regarding the management of JKA funds, referring to indications of what he described as “budget plundering”.

The statement reflects a political position expressed in an official forum and has attracted public attention; however, it has not yet been substantiated through formal audit or legal proceedings.

The issue has previously been highlighted in local Aceh media reports and discussed within regional legislative circles.

JKA and Its Impact on Public Welfare

The JKA programme has historically covered hundreds of thousands of residents across Aceh, serving as a crucial pillar of healthcare access, particularly for low-income communities.

It also functions as a complement to Indonesia’s national health insurance system, including BPJS Kesehatan, which provides broader nationwide coverage.

“When healthcare issues directly affect people’s lives, public response can escalate rapidly. If not managed carefully, the potential for mass mobilisation is significant,” the analyst said.

Fiscal Pressure and Governance Challenges

At the same time, the Aceh Government is facing fiscal pressures, including a decline in special autonomy funds and increasing expenditure demands across sectors.

Analysts emphasise that any policy adjustments must remain within the legal framework and should not undermine fundamental public rights.

A conflict between subordinate regulations such as Governor Regulations and higher-level bylaws (qanun) could set a serious precedent for regional governance if not properly addressed.

Government Yet to Provide Official Clarification

As of publication, the Aceh Government, through relevant institutions, has not issued an official response to requests for clarification from the press.

Observers warn that delays in public communication may heighten uncertainty and erode public trust.

Calls for Transparency and Legal Accountability

Arizal Mahdi reiterated that the issue must be addressed openly and in accordance with the law.

“There must be no situation where people feel compelled to take to the streets because they are not protected. This must be resolved transparently and accountably,” he said.

He also called for a comprehensive audit of the JKA programme and urged the involvement of law enforcement authorities should any violations be identified.
